For a new $35,000 gasoline car bought from a dealer, Rhode Island collects $2,555.00 in known amounts at registration: $2,450.00 of sales tax at 7%, the $53.50 title, $8 for the original plates, the DOT surcharge of $40 for the two-year registration and the $3.50 technology surcharge. One more line must be added from the sticker on the driver's door: the registration fee goes by gross vehicle weight rating, $30 a year up to 4,000 lb and $40 up to 5,000 lb, so $60 to $112 for the two-year term of most cars and SUVs. A $10,000 trade-in lowers the tax to $1,750.00. Since January 2026 a battery electric car pays $200 per registration year, which puts a new one at $2,955.00, and a hybrid $50 a year, for $2,655.00. New cars skip inspection for two years; after that a $55 safety and emissions check is due every 24 months.
What changed on January 1, 2026
Two charges moved at the start of the year. The DOT surcharge that funds highway work rose from $30 to $40 for a two-year passenger registration, or $20 for a one-year one. And the DMV fee notice introduced a yearly fee for cars that buy little or no gasoline: $200 for a battery electric car, $100 for a plug-in hybrid and $50 for a hybrid, mild hybrids included. Because most passenger cars register for two years, the amount at renewal is double: $400 for an electric car.
Private sales and the book value
Dealers subtract the trade-in before applying the 7%. Between private parties, a car seven years old or newer is taxed on its NADA clean retail value or the sale price, whichever is higher, so a bargain price does not always mean a bargain tax. Cars 8 to 29 years old are taxed on the sale price unless they appear on the state's list of cars of particular interest. For a 2018 car bought privately for $14,000, the calculator shows $980.00 of tax on the price and $1,140.00 due at registration, including the first $55 inspection. Gifts between immediate family members are exempt with a signed letter.
No more car tax bill from your town
Rhode Island phased out the municipal motor vehicle excise tax, and the state now reimburses cities, towns and fire districts for the lost revenue. Owners therefore pay nothing each year on the value of the car, only the registration and surcharges every two years. The registration fee itself follows R.I. Gen. Laws § 31-6-1 by gross weight. What sets Rhode Island apart
- Rhode Island charges 7% sales tax on a vehicle, and on a dealer sale the trade-in and other allowances are subtracted first (Rhode Island DMV).
- On a private sale of a car 7 years old or less, the 7% is due on the NADA clean retail book value or the price, whichever is greater (Rhode Island DMV).
- Passenger cars register for two years, and the fee is set by gross weight: $30 a year up to 4,000 lb, $40 up to 5,000 lb and $48 up to 6,000 lb (R.I. Gen. Laws § 31-6-1).
- Every registration carries a DOT surcharge that rose from $30 to $40 per two-year registration on January 1, 2026 (R.I. Gen. Laws § 39-18.1-4).
- Since January 1, 2026, battery electric cars pay $200 per registration year, plug-in hybrids $100 and ordinary hybrids, mild hybrids included, $50 (Rhode Island DMV).
- A new title costs $53.50, a price that already includes the $3.50 technology surcharge added to most DMV transactions (Rhode Island DMV).
- Cars need a safety and emissions inspection every 24 months for a fee of $55 set by law; fully electric cars take the safety part only (Rhode Island DMV).
- A new car is exempt from inspection for 2 years or 24,000 miles, while a used car registered in Rhode Island must be inspected within 5 days (Rhode Island DMV).

What the Rhode Island calculation cannot know
- The registration fee is set by the gross vehicle weight rating (GVWR) printed on the door label, not the curb weight the form asks, so the weight fee is shown as the range for passenger cars and light trucks up to 7,000 lb GVWR ($30 to $56 a year, $60 to $112 for the two-year term).
- A new registration is prorated to its expiration date; the engine shows the full two-year term for the DOT surcharge and the EV or hybrid fee, so the first payment can be lower.
- On a private sale of a car 7 years old or less, the 7% tax is due on the NADA clean retail value or the price, whichever is greater; the form does not ask the book value, so the engine taxes the price.
- The DMV fee table lists $55 for the two-year emission and safety inspection; no separate fee for the safety-only inspection of a fully electric car was read, so that line has no amount.
- No dealer documentation fee cap was read on an official Rhode Island page for this release, and whether the fee is taxable was not confirmed; the engine leaves it out of the taxed amount.
