Registering a new $35,000 gasoline car in Los Angeles County costs $4,249 in taxes and fees at purchase: $3,596 of sales tax at 10.25%, the $76 registration fee, the $34 California Highway Patrol fee, a $228 vehicle license fee (0.65% of the price class), a $198 transportation improvement fee, $11 of county fees, the smog abatement fee and the dealer's documentation fee, capped at $85. The vehicle license fee is the line that makes California different: it replaces a property tax, it falls on a fixed schedule each year ($114 at the sixth year for this car) and it restarts at the price paid whenever the car is sold. Use tax depends on your city, from $2,544 in Alpine County to $3,859 in Long Beach on the same car, and a trade-in does not reduce it.
The vehicle license fee follows the price you paid
The DMV does not value your car from a guide. It takes the purchase price, places it in a $200 class (a $12,479 car is in the $12,400 to $12,599.99 class and is charged as $12,500) and applies 0.65%. Each renewal applies a lower percentage of that value: 90% the second year, 80% the third, then down to 15% in the eleventh year. When the car is sold, the schedule starts again from the new price. A used car bought for $18,000 therefore pays VLF on $18,000 at its first renewal with you, $118, even if its first owner was already paying a small amount. Buying used: what you pay now and what waits for the renewal
A California registration belongs to the car for the current registration year. When you buy used, you pay the use tax, the $15 transfer fee and, for gasoline cars four model years old or newer, an $8 smog transfer fee; older gasoline cars need a smog certificate from the seller. The registration fee, the CHP fee, the VLF on your price, the TIF and the county fees come with the next renewal notice. For an $18,000 2019 car bought from a private seller in Los Angeles County, $1,860 is due at the transfer and $305 at the renewal.
Electric cars and the road improvement fee
Zero-emission cars of model year 2020 or later pay a $121 road improvement fee at every renewal, but not when a new ZEV is first registered by a dealer. They never need a smog check. A used $18,000 EV from a private seller owes $1,860 at the transfer, and its first renewal with you includes the road improvement fee, $426 in all.
Where your county shows up
Two county lines appear on a California bill: the use tax rate of your city or unincorporated area, published by the CDTFA (rates effective October 1, 2026), and small county and district fees for programs such as freeway service patrols, auto theft prevention, fingerprint identification and air quality, listed in DMV Appendix 1A. The calculator's county list includes every county and the largest cities.
What sets California apart
- California charges a vehicle license fee of 0.65% of the purchase price instead of a property tax, and it shrinks for 11 renewal years on a fixed schedule (100%, 90%, 80%... down to 15%) (California DMV).
- The VLF restarts at 100% when a car changes hands: a used car bought for $18,000 pays VLF on $18,000, not on its original sticker price (California DMV).
- The Transportation Improvement Fee adds $33 to $231 a year depending on the vehicle's value, in five brackets (California DMV).
- Zero-emission vehicles of model year 2020 and later pay a $121 Road Improvement Fee at each renewal, but not at the first registration of a new ZEV bought from a dealer (California DMV).
- A trade-in does not reduce California sales tax: on a $20,000 car with a $4,000 trade-in, tax is due on $20,000 (CDTFA).
- Use tax follows the buyer's home address, from 7.25% in many rural counties to 11% in Long Beach (rates effective October 1, 2026) (CDTFA).
- Gasoline and hybrid cars skip the smog check for their first eight model years and pay a smog abatement fee at renewal instead; electric cars never need one (California Bureau of Automotive Repair).
- Smog check prices are set by each station, not by the state; only the $8.25 certificate fee is fixed (California Bureau of Automotive Repair).
- Dealer document fees are capped at $85 for dealers that register cars electronically with the DMV, and $70 for the others (California DMV).
What the California calculation cannot know
- County and district fees are read from DMV Appendix 1A; where a county program shows a sunset date already passed, the fee is shown as a $1 range rather than an amount.
- Smog check station prices are not regulated by the Bureau of Automotive Repair: only the $8.25 certificate fee is fixed, so a biennial or change-of-ownership smog check is shown without a price.
- Health and Safety Code 44060(d)(1) sets the smog abatement fee at $25 for vehicles seven or eight model-years old while the DMV fee table lists $20; the engine applies $20 for the first six model-years and shows years seven and eight as a $20-$33 range.
- On a used car the registration year of the seller carries over: registration, CHP fee, VLF and TIF are due at the next expiration date, recalculated on the new purchase price (shown as due within 12 months).
