A new $35,000 car weighing 3,500 lb, bought from a dealer on Oahu, comes to $2,063 in tax and government fees. The largest part is $1,649 of general excise tax, which the dealer may pass on up to 4.712% of the price. The first year of registration adds $382.75: the $46 state fee, $61.25 of state weight tax, the $20 city fee, $245 of city weight tax, the $10 beautification fee and a 50-cent emblem. A $5 plate and the $25.75 safety inspection, whose first certificate covers two years, complete the bill. Each later year costs about $408.50 with the yearly inspection. A heavier car pays more: at 4,800 lb the two weight taxes reach $432. Electric cars owe nothing extra at purchase, then up to $50 a year of road usage charge, about $530.25 a year in all for a 4,200 lb EV.
No sales tax, but the excise tax shows up on the invoice
Hawaii does not charge buyers a sales tax. The dealer owes the general excise tax on its gross income and the law lets it pass the tax on visibly. The Department of Taxation sets the maximum pass-on rate at 4.712% in all four counties, a figure that already includes the 0.5% county surcharge Maui adopted last, in 2024. A private sale between two residents carries no excise tax at all: the buyer of an $18,000 used car pays the $10 transfer fee and, at the next expiration date, the $408.50 of registration and inspection that come with the car.
Two weight taxes, one bill
The state weight tax in HRS § 249-33 is 1.75 cents a pound up to 4,000 lb, 2 cents up to 7,000 lb and 2.25 cents up to 10,000 lb. Each county adds its own registration fee and weight tax, collected on the same notice by the county finance director. On Oahu the city charges 7 cents a pound, four times the state's first rate, which is why the City and County of Honolulu shows a 3,320 lb car costing $367 a year, $232.40 of it city weight tax. For Hawaii, Maui and Kauai counties, the calculator lists the county share without an amount until we can read it on their official pages.
Safety checks and the electric road charge
Every car needs a safety inspection each year at a permitted station; the fee rose to $25.75 on July 1, 2025. The odometer is read and recorded at that visit, which feeds the road usage charge on electric cars: $8 per 1,000 miles, capped at $50, or a flat $50, and the per-mile option becomes mandatory on July 1, 2028. Compare with California, where the yearly fee follows the car's value.
What sets Hawaii apart
- Hawaii charges no sales tax to car buyers; dealers owe the general excise tax and may pass it on, at most 4.712% in every county since Maui added its surcharge in 2024 (Hawaii Department of Taxation).
- Registration is billed every year on weight: the state taxes 1.75 cents a pound up to 4,000 lb, 2 cents up to 7,000 lb and 2.25 cents up to 10,000 lb (Hawaii Revised Statutes § 249-33).
- On Oahu the city weight tax is four times the state's: a 3,320 lb car costs $367 to register, $232.40 of it city weight tax (City and County of Honolulu).
- About 70% of what an Oahu driver pays to register goes to the county and 30% to the state (City and County of Honolulu).
- Since July 1, 2025, electric car owners choose at renewal between $8 per 1,000 miles, capped at $50, and a flat $50, and the per-mile charge becomes mandatory on July 1, 2028 (City and County of Honolulu).
- A newly purchased electric car owes no road usage charge when it is bought, and hybrids and plug-in hybrids are not part of the program (City and County of Honolulu).
- Every car needs a safety inspection each year, and the fee rose to $25.75 on July 1, 2025, the first increase since 2017 (Hawaii Department of Transportation).
- Registration stays with the car: a buyer from a private seller pays a $10 transfer fee within 30 days, or $60 with the late penalty (City and County of Honolulu).
What the Hawaii calculation cannot know
- Hawaii has no sales tax charged to the buyer. A dealer pays the general excise tax and may pass it on, up to 4.712% in every county; the engine shows that maximum on the price plus the documentation fee, without deducting a trade-in. The actual charge is what the dealer writes on the invoice.
- County registration fees, county weight taxes and beautification fees were read on an official page for the City and County of Honolulu only. For Hawaii, Maui and Kauai counties, the county part of the yearly bill is shown without an amount.
- Honolulu City Council Bill 47 would lower the city weight tax from July 1, 2027; it was not final when this file was checked.
- No certificate of title fee for a new car was read on an official page; the dealer's first registration may include one.
- The first safety inspection of a new car covers two years and is usually done by the dealer; whether its fee is billed separately depends on the dealer.
