Colorado’s first registration bill is large because it carries a yearly ownership tax on the sticker price, and Denver adds one of the highest local sales taxes in the state.

A new $35,000 gasoline car registered in Denver costs about $3,911 at purchase, before any county or regional fee. Sales tax is the biggest part: $1,015 for the state at 2.9% and $2,188 for the RTD and the city, 9.15% in all on the price after the trade-in. The specific ownership tax adds $625, which is 2.1% of 85% of the MSRP in the first year of service. The rest is $84 of title, plates and registration fees: the weight-based base fee, the $12 age fee, the two FASTER surcharges and a string of small fees from $4 for the county clerk to 48 cents for the year tab. In Colorado Springs the same purchase comes to $3,577. The yearly bill falls with the ownership tax: about $519 in the second year and $206 in the sixth, while an electric SUV renews for about $619 in its second year.

The ownership tax follows the sticker, not the market

Colorado taxes vehicles each year through the specific ownership tax, collected with the registration. Under C.R.S. 42-3-107, the taxable value is 85% of the manufacturer’s suggested retail price and never changes; only the rate falls with the year of service, from 2.1% in the first year to 1.5%, 1.2% and 0.9%, then 0.45% from the fifth to the ninth year. From the tenth year the tax is a flat $3. Buying a used car cheaply does not lower it, because the county uses the original MSRP, so a five-year-old $50,000 SUV still pays on its sticker price.

Local sales tax decides most of the purchase bill

The state rate is 2.9%, but cities, counties and districts add their own. The Denver motor vehicle office lists 1.10% for the RTD and 5.15% for the city, so a Denver buyer pays 9.15% of the net price; in El Paso County a Colorado Springs buyer pays 8.20%. The tax is due when the car is titled, including after a private sale, and a dealer trade-in is deducted first. Electric cars and emissions tests

Electric and plug-in hybrid owners pay a $63.05 electric vehicle fee plus a road usage fee that the law raises every July: $26 for a battery electric car and $13 for a plug-in hybrid in 2026-27, then $36 and $16. In the Front Range program area, gasoline and hybrid cars more than seven model years old need a $35 emissions test every two years, and the seller provides the test when such a car is sold. What sets Colorado apart

  • Colorado’s yearly specific ownership tax is figured on 85% of the original MSRP: 2.1% in the first year of service, 1.5% in the second, 1.2% in the third, 0.9% in the fourth, then 0.45% until the tenth year, when it drops to a flat $3 (C.R.S. 42-3-107(10)).
  • The state sales tax on a car is only 2.9%, but local taxes stack on top: a Denver resident pays 9.15% in all, including the RTD tax and Denver’s 5.15% (City and County of Denver).
  • In Colorado Springs the county, the Pikes Peak Rural Transportation Authority and the city add 1.23%, 1% and 3.07% to the state rate (El Paso County Clerk and Recorder).
  • The registration base fee for a car rises by 20 cents per 100 lb from $6 at 2,000 lb, and by 60 cents per 100 lb above 4,500 lb (C.R.S. 42-3-306(2)(b)).
  • Two FASTER surcharges fund roads and bridges: $19.30 and $18 a year for a car of 2,001 to 5,000 lb, the road part rising to $23 on September 1, 2027 (Colorado DMV).
  • Electric and plug-in hybrid owners pay a $63.05 electric vehicle fee plus a road usage fee of $26 or $13 for registrations from July 2026, scheduled to reach $96 and $27 by 2031-32 (Colorado DMV).
  • Both battery electric cars and plug-in hybrids pay the equalization fee, which can be paid in installments (Colorado DMV).
  • In the Front Range program area, gasoline and hybrid cars more than seven model years old need a $35 emissions test every two years, and the seller must provide one when the car changes owner (Colorado DMV).
  • The emissions area covers all or parts of nine counties from Douglas to Larimer and Weld (Colorado Department of Public Health and Environment).
  • Plates cost $7.38 in material fees and a transfer of ownership title $7.20 (Colorado DMV).

What the Colorado calculation cannot know

  • Local sales and use taxes (county, city, RTD and other districts) are listed only for Denver and Colorado Springs, read on the official county pages; the state DR 1002 table could not be read for this release, so elsewhere type your combined local rate.
  • Some counties and regional transportation authorities add their own registration fees, and the DMV list mentions a county road and bridge fee without an amount; the line is shown without an amount.
  • The specific ownership tax is computed on 85% of the MSRP; without an MSRP the engine uses the price, which misstates the tax on a used car. The year of service is counted from the model year.
  • The statute (C.R.S. 42-3-306(2)(b)(V)) also provides a second, adjustable age-based fee; the DMV publishes a single age-of-vehicle fee table ($12, $10, $7) effective July 1, 2026, which the engine uses.
  • The $0.50 insurance fee the DMV lists is not added: the page does not make clear which vehicles pay it.
  • The electric vehicle fee ($63.05 for 2026-27) is indexed each fiscal year; renewals after June 2027 use the same amount until DMV publishes the next one. Renewal-year road safety and EV road usage amounts assume a fall renewal.
  • No dealer handling fee cap was read on an official page, and whether that fee is taxed was not found; it is left out of the taxed price.

Questions buyers ask

Why did my Colorado registration cost so much the first year?

Because the first-year specific ownership tax is the highest: 2.1% of 85% of the original MSRP, $625 on a $35,000 car. It drops to 1.5% in the second year and keeps falling with each year of service, down to a flat $3 from the tenth year, while the weight-based fees stay roughly the same.

Do I pay Colorado sales tax on a car bought from a private seller?

Yes. Sales tax is due once when you title the vehicle, whether you bought it from a dealer or a private person, at the state rate plus the local rates of the place where you live. A trade-in accepted by a dealer is deducted from the taxed price; a private sale has no trade-in.

Who pays the emissions test when a used car is sold in Denver?

The seller. In the emissions program area, a gasoline or hybrid vehicle more than seven model years old needs a passing test when its ownership changes, and the seller is responsible for getting it. After that, the new owner tests the car every two years when the renewal notice asks for it.
